Joel Savary: 2015 PMF

Joel Savary began his Federal career as a Pathways Programs student intern at the U.S. Securities and Exchange Commission (SEC) and then at the U.S. Department of State. When Joel finished graduate school, he sought out leadership opportunities in government policy-making, and he encountered the Presidential Management Fellows (PMF) Program. After applying, he was selected as a Class of 2015 PMF. This role was significant for him as a kid growing up with financial barriers, but his parents instilled in him that he could accomplish anything.

Joel started his PMF journey at the Social Security Administration (SSA) as a budget analyst before transferring to the Executive Office of the President (EOP) in the Office of Management and Budget (OMB) for his rotation. Today, Joel Savary is a Senior Policy Analyst with OMB. In this role, Joel leads several government-wide initiatives to improve Federal financial transparency, processes, and systems while engaging with Federal Government and non-Federal stakeholders on critical issues. He also has experience as the financial management lead for the Diversity, Equity, and Inclusion (DEI) Working Group. Joel is the OMB lead for several government-wide working groups geared to improve how companies and states do business with the government and ways to improve data, accountability, and transparency. Joel also aspires to be a Senior Executive Service (SES) Member at OMB in the future and recognizes the racial disparities at leadership levels in government. As such, Joel has also taken on the role of a PMF Ambassador and engages with schools and events (such as HBCU week) to increase awareness about the PMF program as the premier leadership fellowship to make a positive impact in government.

On the weekends, Joel enjoys coaching ice skating and hockey in the DMV area. He has also developed a nationally-recognized program to support DEI in ice skating. Joel served as a Team USA figure skating coach for his younger brother, who won several national championships and international Jr. Grand Prix events. Joel is also an author and loves writing. He is an avid Baltimore Ravens fan and enjoys reading, traveling, and cycling in his free time.
